KPTV reported that Rayden Tanner Coleman, 19, of Columbia City, pleaded guilty on September 1, 2026, before Judge Michael T. Clarke to two Class C felony counts of unlawful manufacture of a destructive device.
Under a plea agreement, the station said, Judge Clarke sentenced him to 75 days in jail, with credit for time already served, and 36 months of supervised probation.
KPTV said prosecutors dismissed 13 other charges, and quoted Coleman’s plea petition stating he “unlawfully and knowingly assembled, produced, or manufactured two destructive devices.”
According to that reporting, St. Helens police arrested Coleman on February 4, 2026, during a traffic stop at the assisted living facility where he worked, after acquaintances reported statements about attacking ICE agents with homemade bombs.
KATU reported that Coleman, a St. Helens man accused of plotting to target Immigration and Customs Enforcement agents in Portland, pleaded guilty to unlawfully making a destructive device.
The station said a February grand jury had indicted Coleman on attempted domestic terrorism and second-degree domestic terrorism charges, and that those terrorism counts were dismissed.
Court documents summarized by KATU said Coleman had been buying and crafting weapons and possessed a manifesto describing an attack on ICE agents, including claims about killing them and taking severed heads to the Warm Springs Reservation while trying to recruit others.
Under that account, the plea conviction is for manufacturing a destructive device. It is not a domestic terrorism conviction.
A September 2 outlet post also reported the sentencing news as it circulated.
The Columbia County Spotlight reported probation terms barring Coleman from possessing weapons, firearms, or dangerous animals, and said a friend’s parent contacted authorities before the February arrest.
Friends and roommates told investigators Coleman began discussing the plans in January after two people were shot by federal officers in Portland, the Spotlight reported. Court documents cited by the paper said sand-filled bottles were in his trunk and that friends said he intended to make Molotov cocktails.
Those documents also said Coleman had written a manifesto and told friends he wanted to create a separate nation called the Cascadia Rangers Coalition. He allegedly talked about recruiting an army at the Confederated Tribes of the Warm Springs Reservation and claimed he would bring the heads of ICE agents to show he was serious.
According to the Spotlight, Coleman told police after his arrest that he was not serious about beheading agents.
The same reporting said he told police he did have plans to kill ICE agents. When officers asked what he would do if he received the gun he was paying for, he allegedly said he would go through with the plan.
It named Portland’s ICE facility as the alleged target.
On September 2, Senator Mike Lee posted a public criticism of probation as punishment in terror-plot cases.
KPTV reported Coleman’s plea covered two manufacturing counts and a 75-day jail sentence with credit for time already served.
KATU reported domestic terrorism charges among those dismissed.
