China launches Nuclear Capable Missiles as a message, is anyone in the U.S. Government paying attention?

 

China launched a ballistic missile capable of a nuclear warhead into the Pacific Ocean on September 25th.  There is not a protocol in effect between China and the U.S. on ballistic missile launch notification.  There is a protocol in effect between Russia and the United States to notify each other when conducting training or test launches of ballistic missiles.  In 1988, the “Agreement Between The United States of America and The Union of Soviet Socialist Republics on Notifications of Launches of Intercontinental Ballistic Missiles (ICBM) and Submarine-Launched Ballistic Missiles (SLBM) (Ballistic Missile Launch Notification Agreement)” was signed.

The wording from the Agreement provided for notification, no less than 24 hours in advance, of the planned date, launch area, and area of impact for any launch of an ICBM or SLBM. The Agreement also provides that these notifications be provided through the Nuclear Risk Reduction Centers of each country.  In March of 2023, conflicting reports came out whether Russia would continue this reporting after President Putin announced the suspension of the 2010 New START Treaty.  Some reports said Russia would continue notification, right after some media said the previous day that Russia would no longer continue to notify.

Unprecedented Missile Launches

The Chinese ICBM launch on September 25, 2024, was conducted from a road mobile DF-31 Intercontinental Ballistic Missile on Hainan Island off the Southern Coast of the Chinese Mainland.  The United States only has ICBMs in fixed silos in the Midwest of the United States.  The Chinese ICBM arced over the Philippines and landed about 2,000 miles south of Hawaii, just north of Tahiti in the South Pacific.  According to the South China Morning Post, “It was the first time in 44 years that China had tested an ICBM beyond its own airspace and Fu Qianshao, a former PLA equipment specialist, said China wanted to test the model to improve its long-range strike capacity, “Although the DF-31 can reach intercontinental ballistic missile levels, it has never undergone a full-range launch test, so this experiment is necessary,” “  China called the launch a “Routine Test”, but 44 years between launches does not seem routine.

It was not totally clear if advanced notification was given for the test launch.  A Pentagon spokesperson said after the launch, the “US received “some advanced notification” of the test from Beijing, calling it “a step in the right direction … to preventing any misperception or miscalculation.” “  This does not appear to be an unequivocal confirmation that a full pre-launch notification was received in accordance with the terms of the 1988 agreement between Russia and the U.S.  The South China Morning Post (SCMP) noted that “The United States and France have said they were given advance notification of China’s intercontinental ballistic missile test this week while other countries, including Japan, Australia and New Zealand, have asked for an explanation from China.”  China has been very aggressive about asserting agreement with other parties in their “Wolf Warrior Diplomacy” tactics and the SCMP has become a Chinese Communist Party mouthpiece platform since the fall of Hong Kong so the assertion of confirmation by the United States and France should be taken in that context.

Quarantine of Taiwan by China within six months?

I was in Taiwan from September 6 to September 14, for briefings by the Taiwan government on diplomatic, defense, security, technology, and economic matters. At the Institute for National Defense and Security Research, the Taiwanese Defense and Security Think Tank akin to Mitre, Rand, or The Aerospace Corporation, several members shared concern that Taiwan was in a six-month window of a possible “Quarantine Operation to cut off Taiwan from the outside world”.

This highly risky activity would entail the PRC creating a “Cuban Missile Crisis Like” environment where ships could possibly be stopped and inspected.  The Chinese Communist Party studies history intently and they know that a “blockade” would be an act of war (The US actions during the Cuban Missile Crisis were labeled as a “Quarantine”).  A delivery of the first batch of 100 American, Harpoon anti-ship missiles arrived in Taiwan shortly after I departed.  Shipments like this are exactly what China would attempt to block if they instituted a “Quarantine” of Taiwan.

Taiwan has a special and unique radar that is a clone of the American Pave Paws Radars that are in service at Otis Air Force Base (AFB), Massachusetts and Beale, AFB, California to detect submarine launched ballistic missiles off each coast of the continental United States.  The Taiwanese Pave Paws radar detected several waves of additional missile launches internal to China after the September 25 ICBM launch by China.  In light of all of these missile launches, the Taiwanese have declared an alert and put their sea ports and airports on higher levels of readiness in preparation for possible missile strike by the Chinese.  In May, China had simulated multiple missile strikes on Taiwan to demonstrate their intent and capabilities.

While I was in Taiwan on September 9, 2024, the Taiwanese Pave Paws radar was mentioned in briefings at the National Defense and Security Research.  The radar’s capabilities and contribution to regional situational awareness was highlighted – meaning the radar information is likely shared with Japan, South Korea, and the United States.  The message of the briefers was clear, “we are not “freeloaders”, they asked that America deliver the weapons Taiwan has already bought and paid for and they will defend themselves.  The experts conducting the briefing said, “We are not complaining or questioning the U.S. decisions on priorities of delivery, we are simply seeking what we have already paid for so we can defend ourselves”.  There are over 19 major Foreign Military Sales from the United States to Taiwan that are still in progress and have not been fully delivered yet.  The Taiwanese are waiting.

At least two terrorists, one of whom is seen armed with an assault rifle, carried out the shooting attack in Jaffa, according to surveillance camera images.

The images show the terrorists coming out of the light rail. One is seen opening fire at the body of a man on the ground.

IDF says commander of Hezbollah’s weapons’ smuggling Unit 4400 killed in Beirut airstrike

The IDF says it killed the commander of Hezbollah’s Unit 4400, which is tasked with delivering weapons from Iran and its proxies to Lebanon.

Muhammad Ja’far Kasir, who headed Unit 4400, was killed in a strike carried out by fighter jets in Beirut, according to the military.

The IDF says Kasir was “one of the senior leaders of the Hezbollah terror organization and the most dominant [person] in the Iran-Hezbollah-Syria terror axis, and is considered close to the Iranian regime.”

He was involved in hundreds of “strategic” weapons smuggling operations from Iran to Hezbollah, and was among those who advanced the terror group’s precision missile project.

Kasir served as head of Unit 4400 for some 15 years, the IDF says.

Medics are responding to reports of a shooting with several casualties in Jaffa in south Tel Aviv.

The incident is reported on Jerusalem Street in the city next to a light rail train station.

Police say the shooting in Jaffa is a suspected terror attack. Medics say there are several casualties in the apparent attack.

The Magen David Adom ambulance service says it is treating several people who were in the shooting attack in Jaffa, including some who are unconscious.

Initial reports in Hebrew media indicate that there were at least two gunmen in the attack and that there are at least 10 wounded, including two in critical condition.

‘National Security’ Officials Who Endorsed Harris Tied To Intel Agencies, Defense Contractors

Over 700 members of National Security Leaders for America (NSL4A) signed a letter endorsing Vice President Kamala Harris last week, but many of the officials are aligned with defense contractors and organizations pushing for U.S. involvement in foreign conflict.

Some of the officials voted for the U.S. invasion of Iraq – including former Secretaries of State John Kerry and Hillary Clinton – which amounted to a nearly $140 billion boon to private contractors, according to CNN. In addition to bureaucrats and veterans of the intelligence community, the list features numerous individuals affiliated with defense contractors, government-funded think tanks, and organizations partnered with arms manufacturers.

The letter asserts Harris will defend democracy while former President Donald Trump will enable authoritarianism, touting her support for Ukraine. Harris recently toured a munitions factory in Pennsylvania with Ukrainian President Volodymyr Zelenskyy. Lockheed Martin, which has seen tens of billions of dollars in new orders since the Russian invasion of Ukraine and the Oct. 7 Hamas attack, isn’t the only big name on the list – Raytheon and Northrop Grumman also have alumni.

Former CIA director and Deputy Secretary of Defense, John Deutch, served as director of Raytheon, according to the EFI Foundation. Former National Geospatial-Intelligence Agency Director, Letitia A. Long, was elected to Raytheon’s Board of Directors in 2015, according to PR Newswire (although she is not presently listed on Raytheon’s site).

Brett B. Lambert, former Deputy Assistant Secretary of Defense, served as Vice President of Corporate Strategy for the defense contractor from 2015-2019, according to Stimson(RELATED: Biden Pentagon Rolls Out $1.7 Billion Arms Package To Ukraine)

If the endorsers are not directly tied to the arms industry, some are involved in organizations supported by major defense contractors. — notably, think tanks that influence U.S. national security and foreign policy.

Over 50 of those who signed the letter are members of the Council on Foreign Relations (CFR), which publishes Foreign Affairs and is a heavyweight in the D.C. influence industry. CFR is partnered with various companies, from Blackrock to defense contractors. Lockheed Martin and Northrop Grumman are listed as Bronze level members of the Council. A Bronze corporate membership is at least $50,000, according to CFR.

Members include former Secretary of Homeland Security and Democratic Arizona Governor Janet Napolitano, as well as former Under Secretary-General of the United Nations, Catherine Bertini.

More than a dozen of the officials are members of the Atlantic Council, which partnered with Lockheed Martin in 2022. NSL4A member and former Ambassador Stuart Eizenstat is listed as a lifetime director for the Council, according to its website.

In 2022, Lockheed Martin Corporation and General Atomics both contributed at least $250,000, according to its 2022-2023 annual report. The Council also received over $1 million in contributions each from the Department of Defense (DoD) and Department of State in 2022.

Notably, the Atlantic Council’s Scowcroft Center “directly shaped key US and allied strategy documents, including through private meetings with senior officials on the National Security Strategy, National Defense Strategy, and NATO’s Strategic Concept,” according to its report.

Multiple members of NSL4A – including John Kerry – are also affiliated with the Carnegie Endowment for International Peace. That group received funding from The Boeing Company, according to its 2023 annual report.

Additionally, the Bill and Melinda Gates Foundation and the Open Society Foundations – the latter founded by left-wing billionaire George Soros – contributed to the organization. (RELATED: Trump Pledges To ‘Bring Peace To The World’ After ‘Very Good’ Phone Call With Zelensky)

Around a dozen officials are connected to the military think tank the RAND corporation. RAND is funded by the U.S. government, according to USA spending. Over half of its nearly $200 million in government funding this past year came from the DOD, according to the database.

Former Secretary of the Navy Richard Danzig is listed as a member of RAND’s Board of Trustees, along with Chuck Hagel, according to RAND’s site. A member of NSL4A’s steering committee, former Ambassador Jeff Bleich, serves on the board of RAND Australia, according to RAND.

Last year, RAND published a report detailing the potential consequences of prolonging the Ukraine-Russia conflict. However, two RAND directors later wrote an article in Foreign Policy advising against a peace deal with Russia.

A number of NSL4A members are also connected to Democratic causes.

The group’s president, Rear Admiral Michael E. Smith, founded National Security Leaders for Biden, according to the NSL4A site. Obama administration officials including former Ambassador Susan Rice and former national security advisor and speechwriter Ben Rhodes also signed the letter.

There are at least 68 members who served in the intelligence community. Democrats overwhelmingly have a positive view of intelligence agencies while Republicans are increasingly skeptical, according to a Gallup poll.

Various high-ranking intelligence officials were present, including former CIA Director John Brennan. Notably, Brennan previously signed a letter that characterized the New York Post story on Hunter Biden’s laptop as “Russian disinformation.” The Post’s story was verifiably true, as the Daily Caller News Foundation confirmed.

Former Director of National Intelligence Jim Clapper and Senior Counselor at Palantir Technologies Wendy R. Anderson are listed among the members. Palantir is partly funded by the CIA, according to Reuters.

Former Republican Wyoming Rep. Liz Cheney, although not on the list, also endorsed Harris. The Biden-Harris administration has overseen a tumultuous time in global affairs. Russia invaded Ukraine in early 2022 under Biden’s watch, Hamas attacked Israel on Oct. 7 of last year, and 13 American service members were killed during the administration’s botched withdrawal from Afghanistan. Harris was widely excoriated for lying during the her first presidential debate when she claimed that no Americans were currently in active war zones.
