The Georgia special grand jury that indicted former President Donald Trump and 18 other co-defendants also recommended charges against Republican Sen. Lindsey Graham and two former Georgia senators, according to the panel’s report released Friday.
Graham and former Georgia Sens. David Perdue and Kelly Loeffler were not charged by Fulton County District Attorney Fani Willis, though the same jury that indicted Trump also recommended bringing charges against the three lawmakers, CNN reported. Trump and his co-defendants were indicted August 14 on charges related to their alleged efforts to overturn the 2020 election in Georgia, including violating Georgia’s “Racketeer Influenced and Corrupt Organizations” (RICO) Act.
Others the jury recommended for charges include former Trump advisor Michael Flynn, attorney Lin Wood and Trump advisor Boris Epshteyn.

Graham spoke with Georgia Secretary of State Brad Raffensperger and his staff following the 2020 election about potential fraud, a conversation Raffensperger told the House January 6 committee made him “uncomfortable,” according to CNN. Perdue, meanwhile, encouraged Georgia Gov. Brian Kemp to convene a special legislature, per CNN.
The special jury convened in May 2022 and heard evidence from 75 witnesses between June and December 2022, according to the report. Fulton County Superior Court Judge Robert McBurney initially withheld portions of the final report, scheduling it to be entered in the public docket Sept. 8.
“The Grand Jury heard extensive testimony on the subject of alleged election fraud from poll workers, investigators, technical experts, and State of Georgia employees and officials, as well as from persons still claiming that such fraud took place,” the report states. “We find by a unanimous vote that no widespread fraud took place in the Georgia 2020 presidential election that could result in overturning that election.”
